The requirement for PAT Testing is relatively new in Ireland. Apart from the regulation many insurance companies and standards authorities are insisting on companies developing PAT Testing (Portable Appliance Testing) within their organisation. The risks to employees, employers and businesses are very real, not only from the risk of electrical shock but also the risk of fire caused by faulty appliances.
Part 3 of the General Application Regulations 2007 requires precautions to be taken against the risk of death or personal injury and to prevent danger so far as is reasonably practicable from electricity used in work activities.
The HSA has published a Guide to Part 3 of the General Application Regulations 2007 which is an extremely useful document in guiding employers with regard to PAT testing.
The Guide is aimed at safety and health practitioners, employers, managers, employees, safety representatives and others, including those in the business of managing electrical networks involved in the generation and transmission of electricity to consumers.
The objective of the Guide is to give general guidance aimed at the prevention of occupational accidents or ill health. It is not intended as a legal interpretation of the legislation.
The purpose of this Guide is to describe the nature of the precautions in general terms. The Regulations are a framework in nature and state principles of electrical safety in a form which may be applied to any electrical equipment and any work activity that come within the scope of the Regulations.
